Construction and Scotland’s Economy: The Committee will take evidence from- Derek Mackay, Cabinet Secretary for Finance, Economy and Fair Work, Scott Bell, Head of Procurement Development and Construction Review Division, and Elizabeth Stark, Head of Manufacturing and Construction, Scottish Government. 5. Common Frameworks and the Committee's scrutiny role after EU Exit: The Committee will take evidence from- Derek Mackay, Cabinet Secretary for Finance, Economy and Fair Work, and Lewis Hedge, Head of Regulation, Standards & Conformity, Scottish Government. 6. European Union (Withdrawal) Act 2018: The Committee will consider its response to the proposal by the Scottish Government to consent to the UK Government legislating using the powers under the Act in relation to the following UK statutory instrument proposal— The Freedom of Establishment and Free Movement of Services (EU Exit) Regulations 2019 7.
