Subordinate legislation: The Committee will take evidence on the Insolvency (Scotland) (Receivership and Winding up) Rules 2018 (SSI 2018/347) from— Jamie Hepburn, Minister for Business, Fair Work and Skills, and Graham Fisher, Head of Branch, Legal Directorate - Constitutional & Civil Law, Scottish Government; Alex Reid, Head of Policy Development, and David Farr, Policy Manager: Corporate Insolvency, Accountant in Bankruptcy. 4. Subordinate legislation: The Committee will consider the following negative instrument— The Insolvency (Scotland) (Receivership and Winding up) Rules 2018 (SSI 2018/347) 5. European Union (Withdrawal) Act 2018: The Committee will consider a proposal by the Scottish Government to consent to the UK Government legislating using the powers under the Act in relation to the following UK statutory instrument proposal— The Public Procurement (Amendment) (EU Exit) Regulations 2019 6. Common Financial Tool (Scotland) Regulations 2018 [draft]: The Committee will consider the evidence heard at today's meeting. 7. Publicly Owned Energy Company: The Committee will consider a draft letter on the Publicly Owned Energy Company.
