During dissolution, there are no MSPs and no parliamentary business can take place.

1. Declaration of interests: Subject to the Parliament's approval of motion S5M-01266, Ruth Maguire will be invited to declare any relevant interests. 2. Decision on taking business in private: The Committee will decide whether to take items 4 and 5 in private. 3. Independent Review of the Scottish Planning System: The Committee will take evidence from— Petra Biberbach, Chief Executive, PAS and Panel Member of the Independent Review of the Scottish Planning System; John Hamilton, CEO, Winchburgh Developments and Panel Member of the Independent Review of the Scottish Planning System; and then from— Kevin Stewart, Minister for Local Government and Housing, and John McNairney, Chief Planner, Scottish Government. 4. Independent Review of the Scottish Planning System: The Committee will consider the evidence heard at agenda item 3. 5. Draft Budget Scrutiny 2017-18: The Committee will consider its approach to the scrutiny of the Scottish Government's Draft Budget 2017-18. 6. Work programme (in private): The Committee will consider its work programme.
